A  mass  movement  of  sufficient  power  to  party,  and  to  reverse  the  whole  direction  of  government  policy,  and  to  drive  it  to  tackle  the  crisis  is  a  new  left  direction.  How  to  develop  this  was  the  main  question  that  faced  our  Congress.  (The  34th  Congress  of  the  Communist  Party  of  Great  Britain  took  place  in  November,  1975.)

The  purpose  of  this  report  is  to  propose  the  National  Plan  of  Party  Development,  which  as  Gordon  (Gordon  McLennan,  General  Secretary  of  the  Communist  Party  of  Great  Britain.)  said  in  November  “through  consultation  and  discussion  with  all  party  districts”  would  “become  the  centre  of  all  our  work  to  the  next  party  Congress”.

What  is  being  put  forward  here  is  a  framework  of  development  and  not  a  detailed  programme.

ELECTORAL  WORK

We  need  to  reach  a  situation  where  for  our  branches  our  elector­al  activity  should,  be  part  of  our  electoral  consistent  fight  on  the  social  problems  of  the  people.  A  major  theme  of  the  Congress  was  the  need  for  a  new  determination  in  this  task.  This  means:

working  to  achieve  extensive  and  well  prepared  contests  in  the  next  round  of  local  elections;

parliamentary  candidates  and  constituencies  by  the  May  EC  in  keeping  with  our  overall  strategy,  resources  and  criteria,  and  then  ensuring  consistent  work  around  our  candidates;

ensuring  that  Constituency  Committees  are  set  up  and  function­ing  wherever  they  are  appropriate;

considering  a  new  pamphlet  arguing  both  the  why  and  the  how  of  election  work;

organizing  a  national  conference  of  our  Parliamentary  candi­dates  and  agents  to  discuss  how  they  can  spearhead  our  work;
